How to Restart Team Foundation Server App Tier

Solution:

Open command prompt as Administrator. Execute the follwoing commands

%windir%\system32\inetsrv\appcmd recycle apppool /apppool.name:"Microsoft Team Foundation Server Application Pool"
net stop tfsjobagent
net start tfsjobagent
